In 2047, a climate migration officer who processes refugees from drowned coastal cities discovers she has been approving applications for people who no longer exist.
The European Climate Authority's intake center in Lyon processes 4,000 applications a day. OFFICER LENA FARROW, 35, has worked intake for six years and learned not to see the people — only the documents. A system audit flags a statistical anomaly: 340 applications over eighteen months have been approved for individuals whose biometric records show them dying before the application was filed. Lena's investigation reveals something the Authority has been quietly exploiting: in the chaos of mass displacement, death can be delayed on paper, and delayed death is a bureaucratic resource. GHOSTS OF THE MERIDIAN is a near-future procedural that uses climate displacement as the mechanism for a story about identity, record-keeping, and what a state owes to people it has decided to stop counting.
